Small wonder why Maleficent traded them in for the Heartless.
Pete, he may be stupid, but he has a kind of intelligence of his own- he's smart enough to gather heartless from worlds over to organize massive armies- and can command them, to boot. Heck, he even coordinated some skullduggery on the side with other villains like Hades and Scar, while he was going about the army building bits.
At the same time, he seems to know when things might start turning ugly- like over in the World That Never Was, he had a feeling, no, he knew the limitations of ordering Heartless around- he know that in that place, so close to the cores of darkness, they would not listen to him. He also knows when to retreat to fight another day, something Maleficent failed to do.
He's dumb enough that you don't take him seriously, but he's smart enough to constitute a potentially dangerous threat, if left to his own devices.
Or, at least, that's my thought on Pete as a henchman.
